I followed step 1 to the letter, but browned everything in a Dutch over. Then I added the onions and garlic and softened them. Next I added the (baby) carrots, red and green peppers (I left out the potatoes as I was doing sweet potato fries), beef broth, apple cider vinegar, brown sugar, thyme, bay leaves and half a bottle of Big Island Beer.
Because we used a filet sirloin tip, the meat didn't need to cook for much time at all. In fact, it took just about 45 minutes to cook. Check to see if the carrots are cooked. I didn't thicken it with flour because I didn't think it needed it.
